Arthur is Director of National Business Development for Per Scholas’s growing Talent Solutions division where he connects skilled talent to tech careers with leading businesses. For more than a decade, Arthur has advised executive teams and led growth through leadership in client success, community impact, marketing, sales, and strategic planning. He cultivates collaborative partnerships, shares resources with workers and partners, designs new ways of working, and enables meaningful change.
Arthur’s mission involves building the business case for collaboration between the private, public, and social sectors to unlock pathways toward career advancement. He sees opportunities to substantially reduce operating expenses – and government spending – by developing workers and uplifting communities.
Arthur is an Aspen Fellow, through which he is committed to joining other members of the workforce ecosystem and enacting systems change that will prepare low- and moderate-income Americans to compete in a skills-based, open talent economy. Arthur served on the Byte Back Board from 2023-2024. Arthur is a Tocqueville Society Member of the United Way of Central Maryland. He was a founding member of the Coalition for Workforce Innovation and a Co-Creator of the Center for the Transformation of Work, focused on advocacy.
Arthur received a Bachelor of Science degree from Towson University, is a Senior Professional of Human Resources (SPHR®) by the HR Certification Institute® and is a Certified Contingent Workforce Professional (CCWP) by Staffing Industry Analysts (SIA).
